with a tear-down and build, when are the taxes changed?

I am answering my own question since I had not seen it posted before. Each town has a certain number of parking permits for residents. the way it works is the permit holder makes an application for a permit and pays the full year permit fee. when the permits are issued the person gets a hangtag or sticker for the car that allows them to park in the lot. When you do a home search it is very important to call town hall and ask for the cost of the permit, how many spaces there are in the lot, how many are allocated to residents, non-residents and daily parking. Some towns have lottery systems, come allocate them on a first come, first serve basis. Residents can be either property owners or tenants. Once the permits are gone there are no more.
