What you need to do is begin working with an agent who has good information and then be ready to pounce on the good deals when they present themselves. You are not the only one who is looking for a great deal.
The "good deal" homes on the market that are under $150K are seeing multiple offers. I work with a company who is a leader in tracking real estate trends in the different neighborhoods and I receive a Hot Sheet daily that shows the new entries to the market that are substantially below market value. Some neighborhoods have shown a downward trend and may be at the bottom of the market; others have seen no decline and may not see one.
There are many questions for you to consider: Are you buying the house as a primary residence or for a rental or to fix & flip? Do you want a place that needs rehabilitation? What is your definition of a "great neighborhood" ?
