If you like working with your Realtor and you want proper representation from them, then signing is a good thing for both of you.
Your Realtor should give you a Information of Brokerage Service form, which shows you how agents work. This should help you see what a Realtor that represents your interest can do for you.

It is the best idea to get an inspector. Your inspecter can even help you inspect the home as it is built.

I can,t really answer the safety question based on Realtor ethics. You could always check the city of Austin's website for crime and other info about the area.
I have really see the old Ausitn airport area increasing nicely over the last few years. There is going to be 10 sections built in that area, so the continued growth will be there.
On how far east, I would stay on the west side of 183 as development on the otherside is a bit slower. The closer to downtown the better.

Usually the lender can not lock in the rate until the home is almost done and will close in 45 days or so.
Did you put 30k down?
If you can't qualify for a loan the builder should let you out with your earnest money intact.
I would like to see the contract.

It really depends on your lender and the loan you get. If the builder is going to pay more you can see if they will take the rest of the amount off the price of the home.
I have been selling and working for New Home builders for 11 years.
