Is the Realty Transfer Tax for out of state residents selling NJ Property really 8.97% of the gain? I'm

I'm confused whether the deed will be registered with only a 2% prepayment (or a 2% witholding from closing), and if there is any way to recover any overpayment from the state of NJ.
