with a tear-down and build, when are the taxes changed?

To be clearer, have the taxes already been adjusted each year or will they jump on sale of the newly built house? Taxes seem a bit low on the re-builds even when the new house was built several years ago. Where can more detailed info be found on how the accessment is calculated?

Your town tax assessor can give you more detailed info on how they come up with the tax amount. When the work is completed they then reassess the property. If you have done a complete tear down and the stucture is "new" some towns give a little break in taxes for new contruction depending when the whole town was reassessed.

FIRST ANSWER

Contact the tax assessor's office in our town. Usually the town assesses when the C of O is granted.
