It all depends if all of the permits have been closed out. Once the Building, Plumbing, Electrical inspector have closed the permits and it's deemed ready for occupancy can the town issue a CO. Is the question how long does it take from start to finish of the new construction or from closed permits to CO? Call the building department to figure that one out.

First closeout all open permits- electric, plumbing, building. Then when you have buyer, obtain CO form, advise your listing agent who can help coordinate. Don't wait too long after you have buyer.

Well because no one has answered, I will even though I'm not in Newark. If someone from my own area asked me that question I would tell them to call the building department in their town and ask.
